Heard a story this morning on NPR (sorry, I couldn't find a direct link to the story) about a Florida university that is retraining immigrants who used to be doctors in their native countries to be registered nurses here. This benefits everyone: immigrants who would never be able to pass medical board exams in English can now get work in the health care field, and the shortage of RNs in this country is alleviated. Simple, brilliant solution to two big problems.
